Do All Social Media Bloggers Need an Influencer License in Dubai?

No. Not all social media bloggers need an influencer license in Dubai. Posting ordinary, non-advertising content is different from promoting a business. If you publish advertising for brands, the UAE advertiser-permit rules can apply whether you receive payment or not, unless an exemption applies.

The key distinction is the activity, not the label “blogger” or “influencer.” A personal travel update and an agreed hotel promotion may appear on the same account, but they are not the same kind of content.

Who Needs an Advertiser Permit in Dubai?

Individuals publishing social media advertisements for brands, products or services need to check the applicable permit requirements before posting. This includes unpaid advertising, not just paid collaborations.

Common promotional arrangements include:

  • A paid reel recommending a brand’s product.
  • A complimentary restaurant visit with agreed promotional posts.
  • A product supplied in exchange for a review or demonstration.
  • A promotional discount code or affiliate recommendation.
  • Content created to encourage bookings for a business.

Receiving no cash does not automatically make an advertisement exempt. What matters is the purpose of the content and the arrangement behind it. These examples do not mean every gift or incidental brand mention is automatically an advertisement.

When Is Personal Blogging Different?

A personal account used only for non-advertising content does not require this advertiser permit merely because its owner posts online.

For example, sharing a meal you bought yourself is different from accepting a hosted meal after agreeing to promote the restaurant. An independent opinion and a brand-arranged recommendation should not be treated as identical just because both are called reviews.

Before accepting a collaboration, clarify whether the business expects a post, a recommendation, a discount-code mention or another promotional deliverable. If you cannot clearly explain the arrangement, resolve that uncertainty before publishing.

Are Small Bloggers and Business Owners Exempt?

Small Bloggers and Micro-Influencers

A small following is not, by itself, an exemption in the published permit guidance. Focus on whether you are advertising rather than assuming the rules apply only to well-known influencers.

A first collaboration deserves the same preparation as a regular partnership: understand the brief and confirm your applicable permit position before agreeing to a publishing date.

Promoting Your Own Business

The guidance provides an exemption for individuals advertising their own products, services or a company they own through their personal accounts.

That does not automatically cover advertising an employer’s business or promoting another brand. It also does not mean a separate creator hired by the owner shares that exemption.

Is an Influencer License the Same as a Trade License?

No. “Influencer license” is a common search term; the relevant social media advertising approval is called an Advertiser Permit. It operates within a UAE-wide framework, including Dubai.

For UAE citizens and residents undertaking the covered advertising activity, the guidance also requires an appropriate trade license for practising electronic media. A trade license and an advertiser permit are separate approvals.

Visiting creators have a separate visitor-permit route through licensed, accredited UAE advertising or talent-management agencies. Being on a visit visa does not itself authorise a local advertising collaboration.

What Should You Check Before a Brand Collaboration?

For creators, the practical starting point is a clear agreement. For brands, it is choosing a relevant creator and checking that the proposed collaboration can proceed appropriately.

Before publishing:

  • Confirm the creator’s applicable permit status.
  • Agree on the content, dates, compensation and approval process.
  • Check that product information and promotional claims are accurate.
  • Make the commercial relationship clear to the audience.
  • Confirm the publishing account and any required permissions.

Permit holders must show their permit number and use registered accounts linked to their permit. Additional advertising approvals may apply depending on the subject.

Preparation matters beyond licensing. Audience fit, content quality and measurement also affect the usefulness of a campaign. Our guide to influencer marketing advantages and disadvantages explains the benefits and practical risks for businesses.

Frequently Asked Questions

Do All Bloggers in Dubai Need an Influencer License?

No. Ordinary non-advertising blogging is different from advertising activity. The need for this permit depends on what you publish and the applicable exemptions.

Do I Need a Permit If I Am Not Paid?

Unpaid advertising can still require a permit. No payment is not a blanket exemption for promotional content.

Does a Free Meal or Gifted Product Count as Advertising?

A gift provided in exchange for promotion can be part of an advertising arrangement. Assess the agreement and purpose of the post; not every gift or mention has the same status.

Can I Advertise My Own Company on My Personal Account?

The guidance provides an exemption for that situation. Do not assume it extends to promoting other businesses or to creators hired for your campaign.

Does Working With an Agency Automatically Cover My Permit?

No. Confirm your own permit position. Visiting creators should also check that the agency is accredited for the visitor-permit route.
